This is a clown that hangs in your window from the inside - arms up, face pressed to the glass, as if it just put a shoulder into the sash and broke through. It is three feet three of inflatable, so it fills a normal pane without covering it, and the suction cup and adjustable rope are what hold it there. Plug it in and the built-in fan has it full in about a minute; the LEDs come on for the dark, which is when the bit through the glass actually works. Setting it up:

Step 1: Press the suction cup to the inside of the glass, tie the adjustable rope to the loop on the clown and set the length so the head sits where you want it.
Step 2: Plug it in and let it fill, then step out to the path and see how it reads from the street before you leave it for the night.

Care instructions:

Unplug it and it deflates flat, then fold it back into the box it came in for next October.
Wipe the fabric with a damp cloth and let it dry before you store it, and take it down in hard rain, snow or high wind.
